What is compliance with the public finance legislation and ethics essential for building a capable developmental state?  What are the causes of persistent non-compliance, and how can enforcement be improved?  What needs to happen for a culture of compliance, professionalism and ethics to take root in financial governance?

Building a capable developmental state is a core priority in South Africa's National Development Plan, and a capable local sphere of government is a cornerstone of that goal. This year, 2018 marks the 20th Anniversary of the adoption of the White Paper on Local Government which gave effect to the new dispensation for democratic local government in our constitution.

The UCT Law Faculty and UWC Dullah Omar Institute are hosting this second joint academic seminar at UCT Law's Oliver Tambo Moot Court (5th Floor, Kramer Law) on Friday 12th October from 14h00 - 16h30 with refreshments afterward. The seminar will be addressed by Mr Thembekile Kimi Makwetu, Auditor General of South Africa, reflecting on the state of compliance with audit rules by national and provincial and local government.  The AG's address forms part of two panel discussions on Compliance with & enforcement of audit standards  and  Building a culture of professional, ethical public service which brings together some of the country's leading scholars on local government with students and faculty to reflect on specific topics on enforcement of public finance law and ethics.
