LARC’s Comment on the Draft MPRDA Amendment Bill
In August 2025, LARC submitted its comments on the proposed Amendment Bill to the MPRDA. In essence, the submission raised concerns regarding the Bill’s attempt to centralise significant decision-making power in the Minister of Mineral Resources, an approach that risks undermining accountability and diminishing the role of key stakeholders, particularly affected communities. LARC further highlighted the insufficiency of the Bill’s definition of “meaningful consultation,” as well as the problematic manner in which the Bill characterises “people,” both of which could weaken participatory and community-centred governance in the minerals sector.
